An Assessment of the Potential for Demand-Side Fuel Savings in the Heavy Goods Vehicle (HGV) Sector

Meeting the UK’s 2050 greenhouse gas (GHG) emissions reduction target (an 80% reduction from 1990 levels by 2050) at a manageable cost will require significant decarbonisation of the transport sector. The Committee on Climate Change (CCC) has developed a trajectory for reducing emissions from road freight transport. This report was commissioned by the CCC to improve the evidence base on demand-side measures (i.e. measures implemented by freight operators that affect how HGVs are used rather than the technical specification of trucks), to inform their advice on the fifth carbon budget (2028-2032).
